The Method of Universal Decidability
Universal decidability is NLI’s method for identifying the strongest conclusion a declared record warrants, why a stronger answer fails, and what change would require recomputation. It fixes the question, required conditions, producing operation, possible falsifier, and warranted classification without promising a universal answer.
Why a client cares
An explicit decision structure shows what is actually controlling the matter, what work remains necessary, and where additional claims, evidence, procedure, or expense would not change the available conclusion.
NLI uses the method to contract a dispute around a material proposition, identify missing dependencies before they become hidden assumptions, and produce an instrument an authorized person can inspect and use. The method does not promise a favorable answer. It identifies the strongest answer the declared record warrants—and no stronger.
A client can therefore see what must be supplied, what NLI is testing, what would defeat the construction, and what change would require the work to be recomputed.
From an expanding matter to an answerable one
The useful first result is not more certainty than the record can carry. It is a precise account of what can be decided now, what cannot, and why.
Facts, meanings, authority, burdens, jurisdiction, causality, possible remedies, and professional constraints remain distinct. One category cannot silently repair another.

The proof procedure
Five ordered operations carry the matter from proposition to classification.
Each operation depends on what the prior operation made explicit. Changing an earlier component requires every dependent result to be recomputed.
Claim → conditions → operation → falsifier → classification
Claim
State one proposition precisely enough that proving or defeating it changes the available conclusion or action.
Conditions
Expose every fact, meaning, authority, burden, constraint, and jurisdiction the proposition requires.
Operation
Demonstrate the sequence by which those conditions produce, limit, or defeat the result.
Falsifier
Declare what evidence or superior construction would reverse, narrow, or suspend the conclusion.
Classification
Return the strongest result the record warrants—and no stronger.

Authority, truth-bearing predicates, and legal governance must be established before application and remedy can produce durable closure.

This NLI jurisprudential framework is developed from Brandon Hayes’s work. It organizes decisional requirements; it is not itself an enacted rule or a rule adopted by a court.
Six tests of an answerable claim
The proof must survive each distinct test without allowing one category to substitute for another.
A citation cannot supply a missing fact. Institutional authority cannot repair causality. A desired remedy cannot demonstrate injury.
Identity and existence
Are the entities, actions, relations, and terms unambiguous, testable, and existentially possible?
The same referents survive restatement; every material noun and verb is observable, defined, or explicitly hypothetical.
Testifiability and causality
Can the claim be exposed to observation, reconstructed as an operation, and distinguished from material alternatives?
A reproducible sequence connects act to result; observable consequences, possible falsifiers, alternative causes, and interrupted dependencies are identified.
Authority and lawfulness
Who may decide, under which jurisdiction, rule, burden, duty, and lawful boundary?
Actor, forum, power, duty, rule, burden, exception, prohibition, constraint, and available remedy are separately located.
Reciprocity and accounting
Which demonstrated interests change, who bears the costs, and which externalities remain?
Benefits, injuries, transferred costs, risks, externalities, and reciprocal obligations are assigned to identifiable actors.
Possibility and consequence
Which outcomes can occur, what follows from each, and which remedy corresponds to injury and responsibility?
Each material consequence is operationally possible, and a proposed remedy tracks demonstrated injury, causality, responsibility, proportionality, and possible performance.
Warranty and limits
What does the result warrant, what would falsify it, and what remains undecidable?
The conclusion states its conditions, scope, falsifiers, unresolved dependencies, and the change that would require recomputation.
Classification rule
The answer must say what would change it
A classification that does not state whether and how it could change is incomplete.
Warranted under conditions
Basis Every necessary condition is supported and the declared operation produces the conclusion.
Recompute when A necessary condition is defeated or material contrary evidence enters the record.
Certainly false
Basis A necessary condition is contradicted, causally insufficient, or existentially impossible.
Recompute when The material record or the construction itself changes.
Presently undecidable
Basis A necessary discriminator—evidence, meaning, authority, burden, or constraint—is absent but obtainable.
Recompute when The missing discriminator is supplied and tested.
Undecidable in principle
Basis No admissible observation or operation can distinguish the alternatives as constructed.
Recompute when The question is reconstructed so the alternatives produce distinguishable consequences.
Why the method can travel across domains
The subject matter changes. The obligation to expose how the answer is produced does not.
Universal means independent of context at the level of method—not indifferent to the facts, language, authority, burdens, consequences, or professional constraints of a particular context.

What methodological closure does not claim
Closure applies to the procedure for classifying a properly constructed claim—not to all knowledge, all authority, or all future conditions.
The method does not manufacture missing evidence, create jurisdiction or representation, compel an institution, guarantee a remedy, or prevent correction. A conclusion extends only as far as its declared record and dependencies remain intact.
